I cannot say why this happens it seems the opposite of what you'd expect. I have noticed the huge divide that I used to see in Mississippi between the "Utah people" and the natives. They did not mix well. I see how things are very different here, mostly, I am comfortable, though my lawyer suggested I might not be,because they were all Mormons and I was Christian.
The trouble usually was Utah Mormons being upset because things were not done the Utah way. But, I find, myself upset because things in Utah are not done the right way. I have subsequently learned that my ways are called "orthodox". And I think that happens a lot when instruction comes from a rule book.
Anyway, I see that spirit of the law passed off on things that do not apply. For example, people wear inappropiate clothing in the chapel and Ithink it just shows lack of respect, which is the spirit of that law. It is broken because people only follow behavior they have seen, and then consider me a fanatic because it bothers me. I just would never feel right wearing street clothes, regardless the affair, in the chapel.
Like I said, maybe it is misunderstood on my end, too. Where there are more people there will be more of every sort. And maybe those in the mission field do not do things the same way they are done in Zion, but perhaps their different attempts are just that, not incorrect just as different as the place.
